Authorizes Mayor Barbara C. Smyth to sign a second amendment to the City of Norwalk's June 22, 2021 agreement with Kimley-Horn and Associates Inc. for help completing and submitting the 2027 Accreditation Rules to the National Park Association (NRPA) Commission for Accreditation, at a cost of no more than $170,680, paid from account 594100 5258.

This is a technical correction to the account listed in the Council's action of January 27, 2026, item VII.B.1.

Authorizes Mayor Barbara C. Smyth to sign a Master Software License and Services Agreement, plus any other required paperwork, with LHS Associates, Inc. to obtain the KNOWiNK Poll Pad System for an initial three-year term that renews automatically, at a first-year cost of no more than $81,950.00 from account #09271210 5777 C0883.

Authorizes Police Chief James Walsh and the Norwalk Police Department to use a Noncompetitive Procurement Justification Form to buy enhanced cell phone communication technology with a two-year support subscription starting on the purchase date, at a total of $9,254.76 from Munis account 09263010-5777-C0726.

Authorizes the City of Norwalk Purchasing Agent to issue purchase orders for the Norwalk Police Department to the enhanced cell phone communications technology vendor, using NPD account #09263010-5777-C0726.

Authorizes the City of Norwalk Purchasing Agent to issue a purchase order for the Norwalk Police Department to Sullivans Northwest Hills for six police package utility vehicles at State of Connecticut government pricing (contract #24PSX0110), for no more than $328,641.36 from NPD account #09273010-5777-C0665.

Authorizes the City of Norwalk Purchasing Agent to issue a purchase order for the Norwalk Police Department to Fleet Auto Supply, under RFP project number 4123, to install emergency vehicle equipment in six police vehicles for no more than $290,000.00 from NPD account #09273010-5777-C0665.

Authorizes Chief James Walsh and the Norwalk Police Department to enter into an agreement with Biometrics Identification Services solely for fingerprinting and notary services.

The agreement starts on the date Biometrics Identification Services signs it and runs until one party ends it with 60 days' prior written notice.

Authorizes Mayor Barbara C. Smyth to sign any agreements, documents, instruments or amendments needed with the Norwalk Senior Center at 11 Allen Road, Norwalk, CT 06851, for $400,000.00 to continue providing senior services to Norwalk residents from July 1, 2026 through June 30, 2027, using account #012010-5A0620.

Authorizes Mayor Barbara C. Smyth to sign any agreements, documents, instruments or amendments needed with ElderHouse, Inc. at 7 Lewis Street, Norwalk, CT, for $35,000.00 to support the In-Kind Contribution Program from July 1, 2026 through June 30, 2027, using account #012010-5A0620.

Authorizes Mayor Barbara C. Smyth to sign whatever agreements, documents, instruments or amendments are needed to apply for and receive $199,497.93 in Per Capita Grant in Aid funding from the Connecticut Department of Public Health for the period July 1, 2026 through June 30, 2027.

Authorizes Mayor Barbara C. Smyth to sign whatever agreements, documents, instruments or amendments are needed to carry out the Per Capita Grant in Aid grant for the period beginning July 1, 2026 through June 30, 2027.
